I can access the Plex server over the network but not locally.

This is strange. If I go to the server from another machine on the local network via https://app.plex.tv/web/app it works. However, if I do that from the server itself I get 'The Server "My Server" is unavailable'. What can be causing this ? I have no firewall enabled on the server machine.
