Mac mini powerful enough?

Hi guys - first time long time.

Been using Plex for a while and I love it - using my late 2009 Mac Mini as the server and up until recently a player, but now I've switched to the Apple TV as a client.

My specs: 2.53 Ghz Core 2 Duo - 4GB RAM - NVIDIA GeForce 9400 256mb RAM - El Capitan

No problems streaming anything to any of my devices, PS3, PS4, Chromecast, Apple TV, iPhone, iPad etc. etc. All wired up to a Gigabit router.

Now I bought a late 2009 Mac Mini for my brother for Xmas so that he could get the same sort of setup in his house, however he's having terrible stuttering video when trying to watch a 1080p movie on his PS4.

His specs: 2.26 Ghz Core 2 Duo - 2GB RAM - NVIDIA GeForce 9400 256mb RAM - El Capitan

It plays fine when streaming to my iPhone, so I guess the PS4 doing the transcoding is what's slowing it all down.

I know the specs are different (and it's wired up to a 10/100Mbps Ethernet router) - but what's most likely causing the issue here? I don't want to write off the Mac Mini completely if it's the router that's the issue.

Likewise it seems like a ballache upgrading the RAM in these Mac Mini models, so want to be sure that'll fix it before I go ahead and do it.

Any help appreciated - you knowledgable souls
