Mac Server on Mini Mac: Problems Accessing On Other Devices

I have Plex Sevrer running on a Mac Mini in my lounge, accessing my media files contained on my Sinology NAS. This runs, finds the media and works well. I am also able to run Plex Home Theatre on the same Mac Mini and this works like a dream too and I can access the server and use no problem.

The problem arises when I try to access this server from other devices, such as my PC, MacBook or IOS app. NONE of these access the server and Home Theatre on both MacBook and PC sees nothing. I load it up and nothing, no movies, music etc. It is a simple network in my house. There all exist on the same DNS and there is not VPN to confuse anything. If I go into Devices I can see the server and as I say I have no issues accessing this server when running home theatre from the same device that is running the server, but anything else on the network won't access it.

For clarity...

1: I am running the latest server and home theatre software on all devices.
2: Have logged in and out the server MANY times, as this is one of the support check points.
3: All exist on the same network, there is no virus software clash, I have no odd proxies and they are on the same DNS
4: The server is showing in the devices section as are all the various applications on the other devices
5: I can see the server no problem from router and other devices for non pleat purposes
6: My network is a basic home network, nothing clever, no special applications running that might confuse it
7: I have tried both manual and login connections, PIN's and various other ways but none work

So I am at a total loss and any pointers or advice would be appreciated.
