Can someone help me out? Bell Fibe (Bell Hub 2000)

I have my server working locally using my ChromeCast and all but I cannot get the remote access to work.
Private xxx.xxx.x.xx : 32400 - Public xxx.xx.xx.xxx : 32400 - But NO Internet

Anyone have Bell Fibe and know the trick in getting this to work?
