Remote access has green light but doesn't work.

I have the green light that tells me remote access is enabled. And yet it doesn't work. My test was to turn the wifi off on my phone and open the app. The app cannot find the server. I also tried finding it at work.
I have set the port forwarding following some youtube tutorials and I have created a static ip address. I am not at all knowledgable in these kind of things. Does anyone have any suggestions?
