Time Machine

Hi,
1) I tried to post this question in the MacOS section, but it is greyed out as an option, so I apologize.
2) I have a Macbook Pro acting as the server, with the actual media on the Time Machine HD, which also acts as my router. Remote access is disabled. What settings do I need on my laptop and/or Time Machine to get remote access to work? If possible be very clear with your instructions as I am an idiot.
