Something might be seriously broken with Plex Server on Mac

So I had Plex Server running on my Mac Mini with El Capitan. The movies are stored on the Drobo NAS on the same local network. My clients were Xbox One and Apple TV 4. In both cases I've experienced terrible buffering problems; every 10 minutes or so the movie would stop and resume only after 2-3 minutes, After 10 minutes or so, it happened again. It didn't matter if there were BluRay rips or DVD rips (in my case all movies are packed into mkv containers with Flac sound.
I tried many things: wired /wireless network, direct play on/off, messed with settings on Plex server, on AppleTV tried alternative client (Simplex) None made any difference: The buffering problems persisted and it was basically impossible to enjoy the movie. Out of desperation, I took my unused Windows 10 laptop, installed the Plex Server on it and pointed it to the same Drobo NAS with mkvs. On the client I switched the server and voila, everything started to work smoothly, no buffering whatsoever.
To me this may suggest that there possibly is some fundamental flaw with the Mac version of the Plex server. I still have both servers on. Please let me know if you need more information on my configuration in if this is useful to help debugging the problem.
I know many experience buffering issues with Apple TV client. Maybe the problem is not with the Apple TV but with the server (Mac version).
