Plex Media Server app cannot connect to server, I cannot access server settings

Hey everyone

I am having a server issue that I cannot solve. I have spent hours reading the forums and cant seem to find a solution. I will describe my issue as best I can and outline what I have already done:

My computer:
Mac OSX Yosemite 10.10.5
Plex Media Server using latest version for Mac 09.15.6

The Problem
I launch Plex Media Server App, nothing happens. Server does not connect.
I launch plex in my Chrome web browser, I can log in. I cannot access server settings. My Plex app on the mac still says in the upper right side of my screen "Server is starting..."
I cannot upload any files (naturally since i cannot connect to a server"

What I have tried so far
* Rebooted everything (computer and all)
* Did a software update
* Did a full permissions disck utilities repair
* Uninstalled and reinstalled Plex Media Server
* made sure i have no proxies enabled
* My devices are all hooked up to my account
* There seems to be no VPN anywhere on my computer or router
* I have followed MANy guides on the forums, including the one that indicates deleting your plugins folder on the computer, only when I tired doing that...there were NO files in the plugin folder to begin with! wtf?

I havent tried messing with the "Secure connections" because I cant even access my server settings!

Help please, I am really lost and these forums dont seem to have any information that will help me.

If there is anything you need me to provide I will provide it (pictures, details, etc).
